Horstmann accepted appointment to the board in 2000 to replace Michelle Covey, who had abruptly resigned. A public hearing at tonight's Columbia City Council meeting will give residents an opportunity to weigh in on funding for a transitional housing project for homeless teens.
Construction on the nearly $600,000, 10-bed project near Hickman High School is set to begin in the spring and be completed by the end of the year. Leaders at Central Missouri Community Action, which oversees the project, are asking for $76,545 to fill a funding gap. If approved by the council, the money would come from Community Housing Development Organization funds, federal dollars doled out by the city.
