India is determined to expand its influence economically and politically and play an important role in world affairs. Despite its ambitions, its refusal to sign the Comprehensive Nuclear Test-Ban Treaty (CTBT) has sent mixed messages to the international community. India has maintained that it would support the CTBT if nuclear disarmament is negotiated within a timebound framework.

The long-term viability of regional common markets, such as the EU, will depend on whether the income, investment, and technology gaps that exist between rich and poor members of such unions can be narrowed. This article argues that foreign direct investment (FDI), supported by a rational industrial policy, can play a major role in promoting economic development within an integrated regional market, while reducing inequities within the community.
