Duarte officials drew up a confidentiality agreement for Vulcan Materials Co. in late December and began secret negotiations with the mining firm in early January over its Azusa Rock Quarry proposal, documents obtained Monday show. When asked about the documents, Duarte City Manager Darrell George said the negotiations lasted three weeks. Before breaking off talks, George said Duarte requested $500,000 a year until mining ceased in 2038 for a community facilities fund, access to Fish Canyon Falls, and additional environmental efforts.
