Mt. Lebanon school board members had more questions than answers on Monday night about a proposed policy governing how teachers, coaches and staff could communicate with students through Facebook, Twitter, text messaging and e-mail. The board discussed a broad, new "student communications" policy that would permit district employees to talk to students using social-networking sites such as Twitter and Facebook, provided that they were discussing school-related material and communicating in an open forum viewable by the public. E-mails to students would have to be sent from a district e-mail address, and the district would allow parents to "opt out" or be copied on any text messages their children get from the district.

More than a decade has elapsed since Congress passed the Telecommunications Act of 1996. It is time to engage in a radical rethinking of communications law and policy. Two of 2006's hottest communications policy topics so-called Net neutrality and the AT&T-BellSouth merger nicely illustrate my main point: Much communications policy thinking continues to rest on foundations that run against the grain of our constitutional culture.
AUGUSTA -- Gov. Paul LePage's attempt to ensure that a consistent message flows from state departments to lawmakers and the press has prompted concern from Democrats that information to constituents could be slowed or stopped altogether. On Monday, LePage's administration sent a memo to all acting commissioners that communications with the media on policy matters must first be cleared with the governor's communications team. Lawmakers seeking meetings with department heads will also be required to go through senior staff.
