Late winter or very early spring is the right time to prune most woody plants, including fruit trees and most deciduous trees and shrubs. Yet common practice would lead us to think otherwise.
So many people cut back their landscape plants in fall, either to get ready for winter, or because they then decide a woody plant is too tall. People tend to do what's convenient for people, not what's good for trees.

One of the many prerequisites to obtaining a permit to mine a certain area is that the company must outline how it plans to leave the land once mining is complete. These plans usually fall under one of two categories: restoration or some form of use for economic or community development. In West Virginia and across Appalachia, any type of major development requires the natural landscape be altered. The mountainous terrain provides little land naturally suited to development. Answer: Ornamental weeping cherry trees are beautiful landscape plants, but they aren't always easy to care for. Unfortunately your problem is a common one, and careful pruning has become necessary to maintain the tree's weeping form.
