Boat owners in Brittany are opposing a European Union plan to manage fisheries, arguing that group quotas are best. Amid heated debates about ways to improve the management of Europe's fishing fleet and the European Union's Common Fisheries Policy, owners of fishing boats in northwest France have set up a new organization to help prevent overfishing and ensure themselves a sustainable livelihood.

The National Marine Fisheries Service (NMFS) publishes its proposed List of Fisheries (LOF) for 2013, as required by the Marine Mammal Protection Act (MMPA). The proposed LOF for 2013 reflects new information on interactions between commercial fisheries and marine mammals. NMFS must classify each commercial fishery on the LOF into one of three categories under the MMPA based upon the level of serious injury and mortality of marine mammals that occurs incidental to each fishery. Global is threatening the oceans and the economies that depend on them. We need strong international rules to end all unsustainable fishing. The scale and toll of industrial fishing is far less familiar than even the scale and toll of industrial farming. That is one of the purposes of European Fish Week, which ended on Sunday. The event was organized by Ocean2012, a coalition hoping to change the Common Fisheries Policy of the European Union. Change will not come easily. As the coalition points out, Europe is supporting with high quotas and direct subsidies for modernizing the European fishing fleet. And since the European fleets fish globally, the effect is global.
