Setting the level of R&D spending is one of the most important strategic decisions made by top management of technology-based firms. The delay between the commitment to expenditure for R&D and the realization of consequent revenues and profits complicates the analysis of R&D budgets. Common budgeting practices often fail to reflect the likely revenue consequences of incremental changes in aggregate spending for R&D. The authors suggest that this "missing dimension " should be incorporated in analysis of budgeting choices. According to one comparison by the state auditor of public accounts, Norfolk spends 43 percent of its budget on education, the lowest of the seven largest cities in the region. But according to the state Superintendent's Annual Report for Virginia, the per- pupil expenditure for Norfolk students in fiscal year 2010 was $11,324. That total, which included city, state and federal funding, was the highest among those cities. Little research has been done to try and connect type of compensation with the use of a specific competitive strategy. We propose that compensation (percentage of base, bonus, options-granted, and stock for the top management team) will moderate the innovation strategy to performance relationship based on risk and time horizon. Analyses of panel data from 1994 to 1998 for 380 firms show that the innovation strategy to performance relationship is moderated by bonus and options-granted compensation.
