Empowerment is one of the critical issues confronting the managers in the process of transforming organizations. Theoretically it is accepted as democratizing function with the employee involvement and commitment as key factors. However, lack of a universally accepted definition as well as a concrete model for implementation continues to baffle most organization theorists. While there is a complete consensus on the expected outcomes in terms of increased performance and effectiveness, the debate on its key elements and structural issues carries on. This article attempts to clarify this concept by taking a relook at the prevailing important views. It also examines important perspectives that emerge from this analysis. The importance of examining the antecedents and including them as part...

Not even a successful petition drive can tear asunder the Maryland high court's decision requiring the state to recognize as valid the marriages of same-sex couples who lawfully wed in other states. The Court of Appeals, in its landmark ruling Friday, said recognition is required by the legal doctrine of comity -- under which one state accepts the legal judgments of another -- because same-sex marriage is neither "repugnant" to the state's public policy nor expressly prohibited by state law. The court's ruling came as a Maryland state law permitting same-sex marriages is slated to go into effect Jan. 1. But that law, the Civil Marriage Protection Act, will likely be put before Maryland voters this fall, as opponents of the measure have mounted a petition drive to get the 55,736 signatu...

HUD's HOME Investment Partnerships Program (HOME program or HOME) provides formula grants to states and units of local government to fund a wide range of activities directed to producing or maintaining affordable housing, both homes and rental housing. This proposed rule would amend the HOME regulations to address many of the operational challenges facing participating jurisdictions, particularly challenges related to recent housing market conditions and the alignment of federal housing programs. The proposed rule would also clarify certain existing regulatory requirements and establish new requirements designed to enhance accountability by States and units of local government in the use of HOME funds, strengthen performance standards and require more timely housing production. The prop...

The formation of self-directed audit teams (SATs) in internal auditing is grounded on the assumption that team members can make smart decisions that will generate better, more timely outcomes than individuals managed by supervisors. Instead of departmental rules, supervisory instructions and management requirements, the actions of SAT members are guided by principles and values. One organization that has shifted to the self-directed team concept is the Internal Audit Services function of Ameritech. As of early 1996, it has already formed 10 SATs to support different operating units. Based on the experience of the company, the successful implementation of SATs requires eight elements. These are vision, commitment, definition, design, skill sets, flexibility, measures of success and rewar...

This is why relations between the United States and the Islamic world - broadly defined - are now stuck. Americans broadly have second thoughts about promoting democracy in our lands because they fear Islamist victories, and Arabs-Muslims see this American hesitation as confirmation of a deep streak of insincerity and hypocrisy. A fascinating theme at this year's U.S.-Islamic World Forum was clarity in the overall perceptions and priorities of both worlds. Some broad patterns do prevail in these widely diverse societies. The one that I found most fascinating was the divergence in Muslims' emphasis on "respect" and Americans' emphasis on "interests.
A fascinating new global poll by the Gallup organization, covering societies with one billion Muslims, clearly reaffirmed something that th...

Steve Mesler emerged from an elevator at a Manhattan Hilton recently when he had an epiphany of sorts. He had spent most of his life pursuing an Olympic medal and the past 4 1/2 months searching for an answer after winning the gold in the four-man bobsled in the Winter Games in Vancouver.
Collateral damage had accompanied a commitment to become a world- class athlete that often stood against the definition of common sense. Bobsledding cost him numerous girlfriends, perhaps a potential wife. He had no kids or steady job like long-lost friends from City Honors and the West Side.
