More than one billion gallons of water were pushed a mile underground through mid-June of this year by companies wanting to dislodge Marcellus shale formation natural gas within Pennsylvania's portion of the Ohio River Basin.
The 231 permits approved to drill the wells within the 24-county western region were directly handled by the state Department of Environmental Protection, the DEP. In contrast, the same approvals for how water is dispersed in much of Pennsylvania east of Johnstown are controlled by multi-state river basin commissions.

The Fayette and Boone county commissions were among 28 in the Mountain State receiving an aggregate $304,626 in grant funds from the Records Management and Preservation Board recently.

The rezoning request that spurred city and county officials to draft the East Area Plan doesn't fit the development guidelines included in the 147-page document approved by the Columbia Planning and Zoning Commission last night.
Developer David Atkins wants to build commercial and residential buildings on 271 acres along Richland Road just east of the Columbia city limits. He requested rezoning and annexation in November 2008, but the city has put consideration of the proposal on hold while the city and county planning and zoning commissions and staff worked on the East Area Plan. That plan, which looks at development issues across a 21-square-mile area east of Highway 63 and south of Interstate 70, calls for limited commercial development and rules that would restrict all new construct...

The meeting certainly brought out several things. First, the system the city has for allowing input by Area Commissions into demolitions is not working on the near East Side. NEAC complained that it received notification of one demolition request just one day before the demolition was scheduled to occur obviously no time for study or negotiation with the property owner.
This collaboration between all the parties will not be easy. But it is absolutely necessary in order to ensure that the near East Side, an area that Mayor Michael Coleman has made a priority for redevelopment, becomes a jewel in the crown of the city of Columbus and not a symbol of neighborhood revitalization that angers the neighborhood residents who remain.

The Columbia and Boone County Planning and Zoning commissions will hold a public hearing on the East Area Plan at 6 p.m. Thursday.
The hearing will be in the city council chambers at the City Hall Addition, Eighth Street and Broadway.
