The city's Water and Light Department is still working to install solar panels leased from the Omaha, Neb.-based Free Power Co., a firm that had initially made city leaders uneasy about a lack of available information on the company.
Water and Light Director Tad Johnsen said because the company is private and has done business through nondisclosure agreements, the company is a "black box." To ease the concerns of Columbia City Council members, Johnsen said at a Dec. 20 council meeting that the engineering firm Black & Veatch had spoken highly of Free Power, but that statement turned out to be erroneous.
