Architecture Construction & Design
The Coleman Federal Correctional Complex in Florida was built on time and within budget limits due to cooperation among partners. Partnering is a management technique that minimizes litigation by opening communication lines and focusing on common goals among the architect, contractor and owner as partners. They solve everyday problems by frequent meetings where demands are made and compromises are reached.

The U.S. Seventh Circuit Court of Appeals has ordered a new sentencing hearing for an Oregon man who pleaded guilty in 2009 to traveling to Mount Carmel, Ill., to engage in sexual activity with a 15-year-old boy. The appellate court ruled the 20-year sentence handed Paul R. Bradley, 55, of Clackamas, Ore., was too harsh. It exceeded by 169 months the recommended federal sentencing guidelines for traveling interstate to engage in sexual conduct with a minor.
The justices ruled the judge who sentenced Bradley in the U.S. District Court at Benton, Ill., in January 2010, failed to provide a reasonable explanation of why he deviated from the recommended sentencing guidelines of between 57 and 71 months in prison.
