Through a case-study of the New Haven Public School System, this Article examines the relationship between formal law and local school discipline policies. By investigating two key areas governed by state law-zero tolerance and suspension policy-it illustrates that, while formal law has agenda-setting and accountability roles, social norms within schools play a far more important role than law in the governance of school discipline.
