  • There was a chill in the air, a little snow on the ground and plenty of hot chocolate. About 43,000 pounds of the sweet, powdery treat. It was a disaster for emergency crews who worked Monday trying to clean up the odd spill on Interstate 79 near Elkview: piles and piles of smoldering powdered cocoa. The cocoa caught fire after the tractor-trailer hauling it flipped, spilling its load all over the interstate. The powder smoldered for hours as fire crews blasted it with water and foam, turning some of the cocoa into sludge and sending some more up into a reddish-brown cloud.   • Panna cotta is one of those great desserts that you can make ahead of time. It's quick and easy and can be served in any pretty glass. When I make this recipe, I always have mixture left over, and I pour the extra into small ramekins. You can pour this into coffee cups or espresso cups for a really fun presentation.
