In compliance with the Paperwork Reduction Act of 1995 the U.S. Coast Guard is forwarding an Information Collection Request (ICR), abstracted below, to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting approval for the following collection of information: 1625-NEW, Coast Guard Exchange System Scholarship Application. Our ICR describes the information we seek to collect from the public. Review and comments by OIRA ensure we only impose paperwork burdens commensurate with our performance of duties.
VIRGINIA BEACH - Jack Lester Brown, 64, long-time resident of Virginia Beach, passed away Friday, Sept. 10, 2010. Jack was born in Portsmouth, son of the late Marvin and Zelma Brown. He was predeceased by brothers, Robert Brown and Jeffrey Brown. Jack graduated from Churchland High School and attended Old Dominion University. He retired in 2008 after more than 20 years in the financial services industry. He was a member of the Youth Service Club (Exchange Club) and on the board of directors of the Old Coast Guard Station. He was an avid golfer and a loving and devoted grandfather.

The Coast Guard is amending its regulations on ballast water management by establishing a standard for the allowable concentration of living organisms in ships' ballast water discharged in waters of the United States. The Coast Guard is also amending its regulations for engineering equipment by establishing an approval process for ballast water management systems. These new regulations will aid in controlling the introduction and spread of nonindigenous species from ships' ballast water in waters of the United States.
