EPA is approving a State Implementation Plan (SIP) revision submitted by the Commonwealth of Pennsylvania. This SIP revision contains Pennsylvania's Clean Vehicle Program, which adopts California's second generation low emission vehicle program for light- duty vehicles (LEV II). The Clean Air Act (CAA) contains specific authority allowing any state to adopt new motor vehicle emissions standards that are identical to California's standards in lieu of applicable Federal standards. Pennsylvania has adopted a Clean Vehicle Program that incorporates by reference provisions of California's LEV II rules and specifies a transition mechanism for compliance with these clean vehicle standards in Pennsylvania. • Vehicle Donations Keep Rawhide Rolling Along

For more than 20 years, the Rawhide Boys Ranch, which helps at- risk youths turn their lives around, has provided an educational program to teach work ethic and responsibility around a subject that interests almost every young man: cars. Through the Rawhide vehicle program, the teens work to evaluate, repair, clean and detail the cars - all of which have been donated - so they can be sold at an auction. The proceeds from the sale are then used to support a variety of programs, including a high school the youths attend.

• Long Island Businesses, Municipalities to Get Funding for Clean- Fuel Projects

Almost $2 million in federal funding will go to Long Island institutions for clean-fuel vehicle projects, the Greater Long Island Clean Cities Coalition announced. EPA and NHTSA, on behalf of the Department of Transportation, are issuing this joint proposal to further reduce greenhouse gas emissions and improve fuel economy for light-duty vehicles for model years 2017-2025. This proposal extends the National Program beyond the greenhouse gas and corporate average fuel economy standards set for model years 2012-2016. • Cleaner Cars Could Cost More

Environmental advocacy groups yesterday petitioned the Maryland Department of the Environment to adopt the stringent emissions standards for cars and trucks originally enacted by California in 2002. The Clean Cars Program would require vehicle manufacturers to meet average emissions standards that are stricter than the federal requirements for their entire fleet of new cars sold in Maryland by 2010. The proposed rule would also require reductions in carbon dioxide emissions and a certain percentage of advanced technology vehicles, such as hybrids and fuel cell vehicles.
