Council approves budget
The Topeka City Council early Wednesday morning approved a budget for 2009 that trimmed more than $2 million from the city manager's proposed budget. Among items cut were $300,000 for the Topeka Performing Arts Center and $1.2 million for salary increases for city employees. Funding for community centers, social services and services for the elderly was reduced.

Apartments above bar closed
The city on Monday placed red placards on entrances to apartments at 816 1/2 and 818 N. Kansas Ave., above and adjacent to the Twilighter Country Club, which remained open. Topeka code compliance officers and police had found conditions at the apartments made them unfit for habitation. Bar and apartment owner Jack Seitz said he planned to rehabilitate the apartments. City staff members and social service agencies found accommodations for most of the apartments' 22 tenants.
