During an Oct. 9 news conference, Charleston police released the video from the night Patrolman Jerry Jones and Brian Good were killed. The video details a dark, tragic scene where two young men die. One of the deaths, police say, was a justified killing, and the other, an accident. When asked at the news conference if there was any concern about the sheriffs department investigating the Charleston Police, with whom they work very closely, Charleston Mayor Danny Jones said no. The FBI could come in to investigate any time they want to, he said. The investigation was impartial and fair, and there was no need for anyone else to investigate the matter, he said. The California State Senate recently passed a bill, known as the [Copley Bill] that was authored by Senate Majority Leader, Sen. Gloria Romero (D-24 S.D). According to a statement from the senator's office, the Copley Bill or SB 1019, restores the public access to police disciplinary hearings while protecting peace officer safety. The senator also believes it is critical that we restore public access to peace officer records and meetings that previously were open to the public prior to the Copley Press ruling. The "Copley Press v. Superior Court" decision of 2006 prohibited police commissions, civilian review boards, personnel boards or civil service commissions from releasing any disciplinary information on misconduct cases.

As a decision looms about whether the Columbia Police Department needs civilian oversight, the committee studying the issue put off a vote last night while struggling to give meaning to a report that breaks down the outcome of complaints filed against police by race.
The Columbia Citizen Oversight Committee agreed last night to make its determination on civilian oversight at its June 26 meeting, after it has contacted other communities about their experience with civilian review boards.
