AS A rule, Gov. Joe Manchin doesn't lose many of the bills he introduces each session. Unfortunately, that wasn't the case for SB496, a bill that would have established salary scales for all classified-exempt "will-and-pleasure" employees. Currently, all classified, civil service positions in state government follow a standardized salary schedule - with all salaries set based on job classification and years of service.
WASHINGTON -- Come January, not everyone from the Bush administration will be out of office. As President-elect Barack Obama prepares to take over, federal agencies have been reassigning Bush appointees to career jobs. And in one case, the Interior Department's top lawyer has converted six political posts into civil-service positions.
Over the past few months, there has been much debating and protests of the way Gov. M. Jodi Rell is denying paroles and pardons for the people who are qualified to get them. I agree with some measures in the wake of the tragedy in Cheshire. I was also under the assumption that once you are a convicted felon, you are denied many rights and the opportunity for many jobs. This would include federal and civil service positions. The economy now makes it's hard to get a decent-paying job; the fact you are a convicted felon makes it tougher. Recently, former Gov. John Rowland was given a position with the city of Waterbury. He is a convicted felon.
SALT LAKE CITY -- A legislative proposal seeking to bury information about most public employees' salaries under a veil of anonymity will now be studied by lawmakers this summer. HB266, sponsored by Rep. Kraig Powell, R-Heber City, would maintain public access to specific earnings information, listed by name, on elected and appointed officials, but all other civil service positions would only contain a generic job title with a salary range.
Local communities can play fast and loose when hiring employees for civil service positions and only so much can be done to catch violators, a state Department of Personnel official testified Thursday in Paterson. TEANECK -- Three township police officers who were promoted to sergeant in August will keep their positions now that the U.S. Justice Department has approved their certifications, the state Civil Service Commission said. Public Library and Information Center employees are criticizing Memphis Mayor A C Wharton's decision to fire longtime library workers and replace them with individuals close to the mayor or his campaign. In addition, the City Council is exploring converting the library's employees from appointed positions to civil-service status.
Making most municipal civil service positions appointable would greatly enhance the ability of mayors to implement new policies. This idea runs counter to the belief that patronage should be avoided for good government.
