Without question, the data breach and identity theft problems are real and growing. The Federal Trade Commission recently estimated that as many as 10 million Americans are the victims of some form of identity theft each year. Many reported data breaches are the result of criminal activity. In the ChoicePoint case, criminals obtained the data through fraud.
