[Michael Stamp] says he isn't privy to the council's closed session talks, but he is representing [Ronald Langford] in regard to policy changes affecting the police department and city manager's office. When pressed, Stamp wouldn't disclose a specific policy change under consideration. "It's all sort of up in the air," he says. "There is nothing concrete to point to.
Former councilmembers say Langford's appointment to the city manager post was supposed to be temporary after Steve Endsley, the city's first and only full-time city manager, left to work for the Fort Ord Reuse Authority. "It was never supposed to go that long," Mike Ventimiglia says. "It was supposed to last six months to a year. It became easier just to keep him on."

, 77 of Dinwiddie County died Sunday, Sept. 24, 2006, at his residence after an extended illness. He was born in Chase City, Virginia, the son of the late Lorenzo and Ruby Langford Newcomb. He was a retired machinist for the Brown & Williamson Tobacco Corp. and was a member of the Rowanta Methodist Church.
He is survived by his wife of 56 years, Grace Tatum Newcomb of the home; one brother Sam Newcomb of Colonial Heights; a devoted brother-in-law, James Early Tatum of Dinwiddie; two devoted sisters- in-law, Helen T. Wade of Matoaca and Mary T. Hawkins of Dinwiddie; two special nephews, Raymond L. Tatum and Donnie McAllister both of Dinwiddie; a number of other nieces and nephews; and a special niece and caregiver, Patsy H. Penley of Richmond.
