Nearly 50 candidates for the May 17 primary in Allegheny County - - including an incumbent Pittsburgh councilman and two recently appointed county council members -- missed Friday's deadline to file campaign finance reports. Some of them could face fines up to $500 each.

• Council Oks $22m for Electrolux Deal -- City, County, State Ante Up $137m to Lure Plant

The Memphis City Council approved $22 million in funding for the Electrolux manufacturing project in Southwest Memphis, a key part of the financing package that helped the city land its largest plant in years. Electrolux is developing 700,000 square feet in Frank C. Pidgeon Industrial Park for a kitchen appliance factory employing 1,240 . The project includes $137 million from city, county and state governments.

At first glance, the current discussion about smoking bans in Evansville and Vanderburgh County seems to be an inconsequential chess match. The players are Democratic County Commissioner Troy Tornatta and Democratic City Councilman Dan Adams, who, at the very least, have put the issue out there for public deliberation. But the consequences of their maneuvers may be merely academic. Any significant outcome would be determined by six members of the City Council -- a majority -- who seem satisfied with exempting bars, taverns and restaurants from their smoking ban on public places.
