Charleston City Council members approved the formation of a new "tax increment financing" district downtown Monday, which would allow the city to increase property taxes in the area to fund a renovation of the Charleston Civic Center. Under state legislation passed in 2002, cities and counties can set up tax increment financing (TIF) districts when additional property tax revenues generated by new construction can be dedicated to specific projects within the district.

The new city attorney of Arnold may have found a way to keep his job, at least for now. Former city attorney Robert Sweeney was fired in December, amidst a firestorm on the city council. Sweeney had been the city's attorney for 17 years. Some council members felt that he was charging the city too much and cited an increase of fees from $52,000 in 2004 to $200,000 in 2009.
