At a bond hearing on Monday afternoon in Crawford County Circuit Court, Michael Burroughs appeared via videoconferencing from his jail cell before Court Commissioner Lynn Rider. I. INTRODUCTION The past few decades have witnessed a herd of federal and state legislation aiming to protect the welfare of animals.
