Virginia's fealty to the no-tax pledge has gone too far when its House of Delegates proposes to lighten the state's Medicaid load by shifting part of the cost onto overburdened localities. The idea is to put Medicaid-funded children's mental health services under Virginia's Comprehensive Services Act, which created a community-based program for children with serious emotional and behavioral problems that is paid for with state and local dollars.
