Terry Decker's knowledge and interest in child support issues is unquestionable. The former Boeing engineer has nearly made a full- time job of having a say in child-support policy and he easily cites family-law statutes and court rules as he enthusiastically talks about the most intricate details of the subject.
His history of violence is also unquestionable. According to Maricopa County Superior Court records, Decker pled guilty in 2008 to aggravated assault and interference with or disruption of an educational facility for a February 2007 incident in which he punched a teacher while taking his children out of school, in violation of his custody agreement.

WASHINGTON - Judge Joseph Perkins has been enforcing child support orders in Texas for 20 years, but it's a case from a year ago that he thinks about most often. It involved a young woman who wanted to open a tattoo shop in her garage to earn money so she could pay the overdue child support she owed and avoid jail time.
That was unacceptable," says Perkins.

ENFIELD, Conn. - Julaquis Minnifield was sitting in his prison cell last summer when he received a notice from the state of Connecticut that he owed more than $13,000 in back child support for his 8-year-old son.
Minnifield went to prison knowing he must pay $55 a week in child support under an order obtained by his former girlfriend but said he had no idea the debt was accruing while he was behind bars. He expects to owe more than $15,000 by the time he is released next year.

Attorney Joseph Trotti has represented clients whose incomes decreased by $20,000 or $30,000, making it more difficult for them to pay child support as outlined in their divorce agreements. In the past, when clients in that situation inquired about seeking a modification from the court, Trotti would have advised them that they were wasting their time.
