Some of the cuts being proposed in Gov. Pat Quinn's budget won't spur economic development, return the state to financial strength or even mollify the cut-first ask questions later Springfield Republicans. The serious cuts to funding of social programs and initiatives across the state threaten to rip asunder the safety nets that protect many of this state's most needy citizens. When you have programs to help youth get high school help, or the jobless get job training, or the elderly get needed care absorbing cuts that threaten their existence, it becomes a question of morality.
