CWM Chemical Services, the current operator of a waste disposal site that dates back to the early days of World War II, has been assessed a civil penalty of $45,000 for failure "to apply adequate daily cover on the open cells" of one of its disposal areas in April 2010, according to the state Department of Environmental Conservation.
