  • This note explores the problems of "balance" and conflicts of interest on scientific advisory committees through the lens of the Science Advisory Board (SAB) of the US Environmental Protection Agency (EPA). It assesses the adequacy of the SAB's policies and procedures for screening financial conflicts in light of continuing criticism by environmental advocates that the SAB fails in two ways. First, the SAB fails to police those serving on its peer-review panels adequately for actual or apparent conflicts. Second, the SAB fails to inform the public of information relevant to assessing the points of view or biases of panelists.
