Mr. Stenholm serves as senior policy adviser for the lobbying firm that is working to stop the U.S. Department of Agriculture from conducting mandated inspections of Ringling Bros. and Barnum & Bailey Circus. The Advisory Council on Social Security has submitted three proposals for reforming the Social Security system. The first involves increasing the taxes on Social Security benefits and raising benefit computation or contribution rates. The second proposal calls for the inclusion of a mandatory savings program to the 12.4% of payroll tax while the third proposal would create a two-tier Social Security system consisting of a flat retirement benefit and individually owned defined contribution retirement accounts.
