The first non-pilot to lead U.S. Northern Command and North American Aerospace Defense Command said Friday the lack of wings on his uniform doesn't mean he can't lead an aerial battle. Army Gen. Charles "Chuck" Jacoby Jr., who took over the commands this summer, has flown nothing more complex than a parachute and has spent most of his 33-year career marching with infantry units. But Jacoby said his time as a top American commander in Iraq showed he's more than a ground-pounder.

KABUL, Afghanistan The U.S. military said Wednesday it has at least six open cases of prisoners who died in custody in Afghanistan dating back to 2002, but claimed it has taken steps to ensure against abuse of detainees. Amid the fallout over abuse of prisoners in Iraq, Brig. Gen. His report, which is still under review with no time set for release, found no evidence of abuse, Maj. Mark McCann told a news conference Wednesday in Kabul.

Brig. Gen. Charles H. Jacoby, deputy operational commander at the U.S. military's main base at Bagram, north of Kabul, will carry out the "top to bottom" review and deliver a report by mid-June, spokesman Lt. Col. Tucker Mansager said.
BAGHDAD -- Billed as a key test of Iraq's nascent democracy, Iraqis fear today's parliamentary election will lead to a protracted period of uncertainty as the winners and losers try to cobble together a new government -- even as American forces prepare to go home. None of the main political coalitions is expected to win an outright majority, which could mean months of negotiations and more violence despite hopes the balloting will boost efforts to reconcile Iraq's divided ethnic and religious groups.
