Donor intent for charitable foundations should be better protected, but respecting the wishes of the donor is primarily the responsibility of the foundation trustees. The Barnes Foundation is one example in which the trustees have not adhered to the donor's wishes. The legal doctrines of cy pres and administrative deviation have been developed to allow for departures or modifications of the donor's instructions. Donors should be specific in their instructions, set priorities and allow for acceptable alternatives. The legal standards can also be modified to better protect the donor's intent, but the main responsibility falls on the trustees.
