  • Of all the challenges facing chief executives, getting China right is one of the most important. China says it is evolving into a socialist market economy with Chinese characteristics. It reflects a long and complex transition from a planned economy to more of a market economy. Politics, used properly, can be a powerful tool for getting deals done and keeping joint ventures on track. Obviously, foreigners cannot discern all the politics swirling around and within Chinese organizations, and indeed most foreign executives do business in China without appreciating it. What happens, though, is that the politically naive never understand why their deal is delayed or aborted -- or how negotiations can be facilitated, problems averted and issues resolved.

  • This paper sets out to examine the impact of the fiscal contract system on economic growth in China's different provinces. Empirical testing is conducted using the error components model and pooled cross-section (provinces) and time-series data from 1989 to 1993. The empirical results for the whole sample show an inclination towards convergence of regional economic growth, with any increase in regional tax revenue hindering investment and employment due to excessive taxation, which is unfavorable to economic growth. The same finding applies to extra-budgetary revenue. Ranked by their overall strength, the provinces are divided into economically advanced and backward groups for empirical testing. Comparison of the empirical results using a sample of the top and bottom fifteen, in terms o...

  • EPA and NHTSA, on behalf of the Department of Transportation, are issuing this joint proposal to further reduce greenhouse gas emissions and improve fuel economy for light-duty vehicles for model years 2017-2025. This proposal extends the National Program beyond the greenhouse gas and corporate average fuel economy standards set for model years 2012-2016. On May 21, 2010, President Obama issued a Presidential Memorandum requesting that NHTSA and EPA develop through notice and comment rulemaking a coordinated National Program to reduce greenhouse gas emissions of light-duty vehicles for model years 2017- 2025. This proposal, consistent with the President's request, responds to the country's critical need to address global climate change and to reduce oil consumption. NHTSA is proposing C...

  • The "traditional" 18 - 22 year old, residential college student makes up only 16% of the students enrolled in public and private two- and four-year institutions. More than half of today's students are older and are taking classes part-time. Over a million attend for-profit institutions and millions more participate in postsecondary education experiences offered by corporate universities. Most work full or part-time, have little interest in out-of-class activities, and are very savvy about computer-based technologies. These are the "newer students" of higher education and represent the largest market segment of those who will attend college in the foreseeable future. It would seem the drastic shift in market characteristics would be accompanied by strategic shifts in university planning....

  • Entrepreneurship and the development of new business continue to be the forefront of socioeconomic development in virtually all economies today. Despite evidence of increasing research into entrepreneurial growth, the existing research is limited by the fact that most studies define entrepreneurial growth as a unidimensional construct and operationalize it as "realized" growth relying on financially based measures. Consequently, this article has two objectives: (1) to develop a set of accurate and comprehensive entrepreneurial growth measures; and (2) to test a series of hypotheses regarding precursors of growth intentions-more specifically, to what extent, infrastructure factors affect entrepreneurial growth intentions. These two questions were examined using Entrepreneurial Profile Qu...

  • This study aims at determining the impact of maternal, physician, and hospital characteristics on cesarean section rates in Beirut. Data was collected through a cross sectional survey from a proportionate random sample of 600 women delivering in 10 hospitals in Beirut. Biavariate analysis (Chi square tests and tests of means) and logistic regression analysis were done. A 35% incidence rate of cesarean section was detected among all deliveries. Cesarean delivery was significantly associated with multiple gestation, gestational age, number of previous deliveries, site of prenatal care (private clinic vs. health center), time of delivery (morning vs. evening), day of delivery (weekend vs. weekdays), and history of previous cesarean delivery. The high cesarean rate in Beirut raises serious ...
