Diaz, a longtime cop and political ally of Mayor Alex D. Blanco, is part-owner of 67-69 Passaic St., a building that has a bar at street level and apartments above. Neither Diaz nor his partner, Joseph Nazario of Wallington, applied for a certificate of occupancy for those apartments, a process that automatically prompts an inspection by the city.

They argued that moving operations to Newport would negatively impact the agency as it pursued its scientific mission. The Port of Bellingham, Wash., another bidder for the center - and approximately 175 jobs - filed a complaint that the planned site in Newport was in a floodplain.

  • It may seem like there hasn't been any positive news out of the construction industry for several years, but that doesn't hold entirely true. A midsized general contractor, the company provides services ranging from the conceptual stages of architecture, engineering and interior design, through completion of construction and a certificate of occupancy.
