• Cop's Apartments Not Inspected ; Records Show No Certificate of Occupancy

PASSAIC -- Richard Diaz is a captain in the Passaic Police Department, a commissioner on the Board of Education and a landlord who operated illegal apartments for three years in a building he co- owns -- contributing to a persistent problem city officials have struggled against for years. Diaz, a longtime cop and political ally of Mayor Alex D. Blanco, is part-owner of 67-69 Passaic St., a building that has a bar at street level and apartments above. Neither Diaz nor his partner, Joseph Nazario of Wallington, applied for a certificate of occupancy for those apartments, a process that automatically prompts an inspection by the city.

• Contractor Faces New Woes; Business Lacks Certificate of Occupancy, Site Requires Cleanup

Frank Ruocco, owner of several contracting companies targeted in federal and state corruption probes, is now facing trouble with the town of North Haven on an entirely different front. Ruocco built a special classic car storage garage on Sackett Point Road in 2004 that North Haven officials valued at $1.3 million. But Ruocco hasn't been able to get a certificate of occupancy because of conflicts with the state and the town over environmental pollution on the property. Despite that lack of official approval, Ruocco has opened his car warehouse for business and has been operating for weeks with the full knowledge of North Haven officials. • Administration Facility in Newport

While political outcry erupted, workers pushed steadily forward to build a new facility for the National Oceanic and Atmospheric Administration in Newport. The city last week issued a certificate of occupancy for the last portion of the dock, and remaining work is expected to wrap up this week - a few days ahead of schedule. Soon after NOAA announced in August 2009 that it intended to move its Marine Operations Center-Pacific from Seattle to Newport, Sen. Maria Cantwell, D-Wash., and others objected. They argued that moving operations to Newport would negatively impact the agency as it pursued its scientific mission. The Port of Bellingham, Wash., another bidder for the center - and approximately 175 jobs - filed a complaint that the planned site in Newport was in a floodplain.
