India's central government has never adopted a full-scale privatization program because it has fewer state-owned enterprises to sell compared with other countries and the issue arouses strong political opposition. India has opted instead for a process that gradually opens state-dominated industries to private enterprise and free market competition. This process, known as parallelization, also includes the establishment of independent regulatory agencies, loosening of pricing constraints and free access to the state-owned infrastructure. Barring economic crisis, changes from this policy are unlikely.

Rankings on the ease of doing business do not tell the whole story about an economy's business environment. Lhe indicator does not account for all factors important for doing business- for example, macroeconomic conditions, infrastructure, workforce skills or security. But improvement in an economy's ranking does indicate that its government is creating a regulatory environment more conducive to operating a business. In Eastern Europe and Central Asia many economies continue to do so- and economies in the region once again dominate the list of top Doing Business reformers in 2007/08.
