This rule proposes a catch limit, commercial quota, and trip limit for the spiny dogfish fishery for the 2012 fishing year. The proposed action was developed by the Mid-Atlantic and New England Fishery Management Councils pursuant to the fishery specification requirements of the Spiny Dogfish Fishery Management Plan. The proposed management measures are supported by the best available scientific information and reflect recent increases in spiny dogfish biomass. The proposed action is expected to result in positive economic impacts for the spiny dogfish fishery while maintaining the conservation objectives of the Spiny Dogfish Fishery Management Plan.

Between Maine's northwest border and the St. Lawrence Seaway is a small strip of Quebec. That strip of land, approximately 50 by 100 miles, includes four of Quebec's 96 wildlife units. Quebec trappers in those four units have the second-highest catch quota of Canadian lynx in the whole province.
I don't think those animals are coming out of the St. Lawrence Seaway, so the only other place has to be northwestern Maine, which is where they are listed as a threatened species.

New regulations are about to fundamentally change the groundfishing industry in Maine and other New England states.
Overnight many New England fishermen, known for their fierce independence in an industry famous for its gold-rush mentality, will be fishing cooperatively in groups, sharing the catch assigned to them by regulators. They will depend on each other to obey strict new limits lowering the amount of fish that may be caught for many species.

Sturgeon retention in the Bonneville pool of the Columbia River is closed beginning Sunday as anglers filled an increased catch guideline in record time.
The sport retention quota was boosted from 700 sturgeon in 2009 to 1,400 in 2010.
