By the end of 2004, cellular telephones and more advanced wireless technologies, such as personal communications services ("PCS"), finally surpassed conventional wireline telephony as the leading platform for providing voice communications.2 Cable modem systems, digital subscriber lines ("DSL"), and satellite broadband systems have also emerged as important means of communications, with a host of other broadband technologies waiting in the wings.3 In addition, the shift toward packet-switched technologies made possible by the digital revolution has made different transmission technologies increasingly interchangeable. The leading example of access regulation is the Telecommunications Act of 1996, which requires certain local telephone companies to provide competitors with access to key...

This article is concerned with how supply chain strategies can mitigate the Bullwhip Effect and inflated inventories from the perspective of the central firm (typically a manufacturer) in the supply chain. We first outline a base case scenario with a validated system dynamics simulation model, using supply chain characteristics as reported by a real firm, in this case a Mexican electronics supplier to U.S. automobile assemblers. We find, surprisingly, that a lower Bullwhip Effect Index (BE) does not always lead to lower costs in the supply chain studied. Furthermore, sensitivity analysis suggests some interesting, counter-intuitive results. The implications of these findings are further developed as we test how lead time reduction can also reduce the Bullwhip Effect in the simulated set...

This final rule announces updated requirements that the National Institute for Occupational Safety and Health (NIOSH or Agency), located within the Centers for Disease Control and Prevention (CDC) in the Department of Health and Human Services (HHS or Department), will employ to test and approve closed-circuit respirators used for escaping atmospheres considered to be immediately dangerous to life and health, including such respirators required by the Mine Safety and Health Administration (MSHA) for use in underground coal mines. NIOSH and MSHA jointly review and approve this type of respirator used for mine emergencies under regulations concerning approval of respiratory protective devices. NIOSH also approves these respirators for use in other work environments where escape equipment ...
