It's not quite the Bill of Rights, but thank God for "Rule 240," a rule under which U.S. airlines are obligated to "come correct" as we say in the Caribbean, and ensure that passengers are protected in the event that the delay is the airline's fault, and not due to uncontrollable circumstances, like weather, for example.

SAN JUAN, Puerto Rico -- Hurricane Earl battered tiny islands across the northeastern Caribbean with heavy rain and roof-ripping winds Monday as it rapidly intensified into a major Category 4 storm taking a path projected to menace the United States.
Already dangerous with sustained winds of 135 mph, Earl was expected to gain more strength before potentially brushing the U.S. East Coast this week.

Okay this crazy weather has me wishing for some warm Caribbean heat. So, I was inspired to make this dish after trying it at a small street side restaurant in Barbados. Cane sugar has always been a big part of export from the islands since the slave trade. So the use of sugar in this dish, as well as others, is part of the island's culinary scene. I am sure you will enjoy the fresh creamy taste of caramelized scallops accompanied with the light heat and acid of the fruity salsa and buttery finish of the cilantro butter sauce. This dish should help bring in the warmer temperatures that we are all craving. Until next week...
