Moreno is a Mexican immigrant and a bilingual deputy with the Salt Lake City Police Department. I read Monday's front-page story, and the follow-up story, regarding the child killed as a result of a hit-and run with a heavy but angry heart. Nowhere do the stories mention that a car seat for a child that age is required by law, and nowhere does the family hint that they were the least bit responsible by not insisting that a car seat be used to transport the child.
This is why the law exists; the laws of physics predict that an unrestrained child is far more likely to die in a crash than a similarly unrestrained adult.
