The price tag for the new rail car maintenance facility in New Haven was estimated at $285 million in May 2002 dollars. With 3 percent annual inflation, it was estimated to be $331 million as of January 2007. I was surprised to see the cost mushroom by 350 percent to $1.17 billion.
The state Department of Transportation is not organized and staffed to handle rail rolling stock design, rail car manufacturing nor construction of a mass transit system. It lacks sufficient capabilities for rail rolling stock procurement and maintenance shop construction. As far as I know, no effort was ever expended in developing such capabilities during my 17 years working at DOT.
