Gov. Kathleen Sebelius on Tuesday appointed two people to the Capitol Area Plaza Authority, which oversees private development adjacent to the Statehouse and other downtown state buildings. Sebelius selected Marc Lahr, of Topeka, and Bill Muir, of Manhattan, to the four-year terms.
