The competition to supply the next generation of aerial refueling tanker aircraft for the Air Force ultimately was decided by the Air Force's belief that the plane it chose has more capacity than the competitor, a defense analyst said. Loren Thompson, a defense analyst with the Lexington Institute in Arlington, Va., said both contractor bids apparently met all of the Air Force's basic requirements in its solicitation for bids on the tanker supply contract.
