WITH THE market rally continuing and with no signs of reversing, and many stocks having rallied over the last two years already, investors are probably wondering whether it is still safe to dip their toes into the market. Well, at least from some analysts' viewpoint, small cap stocks on the local exchange are still worth pursuing. These tend to be stocks which are still under-researched or receiving little coverage from research houses safe for one or two.

Using the framework of econometric models, this paper investigates three research questions and finds positive answers. First, is the volatility of Small Cap 600 predictable? Second, does the volatility of Small Cap 600 exhibit the same empirical regularities reported in the literature about the behavior of other stock prices? Finally, can Small Cap 600 pass a test of market efficiency? These research results will benefit the following entities: (1) economic agents investing in Small Cap 600, (2) business professors interested in Small Cap 600 for teaching and research, (3) policy makers who are watching the stock market volatilities because the volatilities of the stock markets dampen investors' incentive to invest, among other consequences.

This comment focuses, in particular, on the difficult choices policymakers face in determining how to address global warming. This comment has focused on two difficult climate change questions that currently face policymakers: whether the US should take action to mitigate climate change, and how to best reduce carbon emissions. Sen. Joe Manchin says he supports a bill that would cap federal spending at a certain percentage of the nation's gross domestic product, because the nation's deficit has risen so sharply in recent years.
During the 16 years when Bill Clinton and George W. Bush were in the White House, spending as a percentage of GDP averaged 19.7 percent. It ranged from a high of 21.4 percent in 1993, Clinton's first year, to a low of 18.2 percent in 2000 and 2001, after Clinton eliminated the federal deficit.

A weary State Legislature on Friday night approved a new cap on local property taxes, a hike in state university tuition and creation of what local governments called a toothless panel to rein in mandates.
The tax cap was approved by the Senate and Assembly late Friday, as was the state university bill.
