Daniel W. Campbell failed a litmus test recently. Campbell, a former Utah Valley University trustee and managing general partner at EsNet Group, a privately held investment company, had been nominated by Gov. Gary Herbert to serve on the Utah State Board of Regents. Despite his experience in education governance and extensive background in business, the Senate refused to confirm his nomination to the state's governing body for higher education.
Campbell, who resides in Provo, was not deemed "rural" by the Senate, which passed SB52, establishing a requirement that the governor appoint at least two individuals who do not reside within a metropolitan statistical area as defined by the Census Bureau.
