A top executive from CNA Financial has been tapped to run the largest workers' compensation insurer in the US. Janet Frank, who is EVP of North American field operations for insurer CNA, was named president of California's State Compensation Insurance Fund, replacing interim head Lawrence E. Mulryan, who led the company for six months. State Fund presents a unique and exciting opportunity for her, said Frank, in a statement. It will allow her to continue to serve in a leadership role but with the added element of public service.

Worker's compensation reforms were supposed to reduce a crippling burden on California's business community, not increase insurance company profits. Yet the bulk of the savings that have come as the result of legislative reforms aren't being passed on to businesses.
California businesses have seen only a 10 percent cut in premiums since the Legislature overhauled the worker's comp system in April. Gov. Schwarzenegger promised a speedy 30 percent cut.

Creditors and policyholders of a defunct Glendale insurance company will receive nearly $38 million with the settlement of four lawsuits filed by state regulators, officials said Monday.
The California Department of Insurance said the state should soon receive $37.3 million from Fremont Indemnity Co., a workers' compensation insurer. The money will be distributed to workers who hold compensation claims, as well as other creditors.
