BAGHDAD, Iraq -- Iraq's prime minister-designate presented his proposal for a broad-based Cabinet that draws in the country's main ethnic and religious groups to the presidential council on Wednesday in a step toward ending a crippling political stalemate.
The announcement came hours after an Iraqi legislator was shot and killed by militants who stormed into her house in a middle class neighborhood in eastern Baghdad, underscoring fears that the political impasse has emboldened insurgents to step up deadly attacks in recent weeks, after a lull following the Jan. 30 elections.

I'm considering a variety of fund-raising schemes to defray the cost of what is certain to be an expensive campaign. To that end, my wife and I are hosting a $1,000-a-plate dinner at our home. At least that's the line my mother used to give us when she was trying to clean out the refrigerator. On that, there was no debate. Speaking of which, let me assure you as the father of the candidate, unlike the Kennedy-Nixon debates of 1960, make-up will not play a factor. JERUSALEM | Egypt's announcement that it will open a key border crossing with the Palestinian Gaza Strip within days sparked concern in Israel on Friday and revealed how the upheaval in the Arab world is shifting the Mideast conflict.
Under former President Hosni Mubarak, Egypt restricted the movement of people and goods through the Rafah crossing in keeping with a blockade it imposed on Gaza along with Israel. The restrictions were aimed at weakening the Hamas militants who rule the Gaza Strip, and whom both Egypt and Israel saw, until recently, as a common enemy. After Mubarak's ouster in February by a popular uprising, Egypt's new transitional Cabinet and ruling military council are taking a cooler line toward Israel and the United States. Egypt has also been warming ties with Israel...
