Title X of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) transferred rulemaking authority for a number of consumer financial protection laws from seven Federal agencies to the Bureau of Consumer Financial Protection (Bureau) as of July 21, 2011. The Bureau is in the process of republishing the regulations implementing those laws with technical and conforming changes to reflect the transfer of authority and certain other changes made by the Dodd-Frank Act. NEWCASTLE and WINTER HAVEN, Fla. - , 72, died Wednesday, Dec. 21, 2011, at Maine Medical Center with his family by his side. He was born March 8, 1939, in Damariscotta, to and Clara (Meservey) Carter.
Bill grew up on the Bunker Hill Road, Jefferson, and attended Pond Road School, Newcastle. After graduating from Lincoln Academy in 1958, he enlisted in the U.S. Navy. Upon returning to the area, he was hired as a summer patrol officer by Damariscotta Police Department, and rose to the rank of chief within three years. In 1964, at age 26, he was the youngest person ever-elected sheriff in the state's history.
