This interim final rule implements a possession limit and increases the minimum fish size for haddock caught in the Gulf of Maine by recreational anglers aboard private or charter/party vessels. This action is intended to address an overage of the fishing year 2010 GOM haddock sub-annual catch limit by the recreational fishery, and prevent a similar overage from occurring in the future. NMFS implements this interim final rule pursuant to its authority under the Magnuson-Stevens Fishery Conservation and Management Act and the Northeast Multispecies Fishery Management Plan and its implementing regulations.

Fishing for scallops or groundfish in the Atlantic is more dangerous than fishing for king crabs off Alaska, says a new federal study.
The National Institute for Occupational Safety and Health has found that the highest death rates for commercial fishermen - whose occupation is one of the most dangerous in the country - are among groundfishermen and scallopers.

Through this final rule NMFS establishes fishery management measures for the 2012 ocean salmon fisheries off Washington, Oregon, and California and the 2013 salmon seasons opening earlier than May 1, 2013. Specific fishery management measures vary by fishery and by area. The measures establish fishing areas, seasons, quotas, legal gear, recreational fishing days and catch limits, possession and landing restrictions, and minimum lengths for salmon taken in the U.S. exclusive economic zone (EEZ) (3-200 NM) off Washington, Oregon, and California. The complaining can end. For years, West Virginia fishermen have griped that the only way to earn a state Trophy Fish Citation is to kill the fish they catch.
No more. Recent changes made by Division of Natural Resources officials will allow anglers to claim citations for fish caught and released as well as fish caught and killed.

This final rule removes the recreational accountability measures that were implemented in January 2012 to address an overage of the fishing year 2010 Gulf of Maine haddock sub-annual catch limit by the recreational fishery. Newly available data indicate that there was no overage by the recreational fishery for fishing year 2010. Therefore, possession limits and an increase in the minimum size for haddock caught in the Gulf of Maine by recreational anglers aboard private or charter/party vessels are no longer needed.

The Fisheries Division was set up in the 1970s to `develop' Jamaica's fisheries, meaning to increase the catch by increasing the fishing pressure. Loans were offered and subsidies were put in place, and people bought fibreglass boats and outboard engines to replace dugout canoes powered by oars, and the inevitable occurred: we caught fish faster than they could reproduce, hence the decline. And we have also been destroying fish habitat -- coral reefs, mangroves and seagrass -- mostly in the name of (tourism) "development" -- reducing the overall potential of the industry. New regulations are about to fundamentally change the groundfishing industry in Maine and other New England states.
Overnight many New England fishermen, known for their fierce independence in an industry famous for its gold-rush mentality, will be fishing cooperatively in groups, sharing the catch assigned to them by regulators. They will depend on each other to obey strict new limits lowering the amount of fish that may be caught for many species.
