Water: Simmons took manager's post in April It's been a tough year for the Eldorado Area Water and Sanitation District. The district lost its first two employees, each staying with the district only nine months. General manager Dana Simmons is the latest to head for the door. Other personnel who have left in the past year include the board president, a professional engineer, the Santa Fe law firm of Coppler & Mannick P.C. and the local manager of CH2M Hill subsidiary Operations Management International, which operates the Eldorado water system under a contract with the district.
