FRANKFORT - A Winterport man was arrested Wednesday morning after he was seen prowling on foot through the Indian Hill Lane neighborhood four hours after he had been treated for exposure and taken to a Belfast hospital.
When a deputy arrested Richard Hyatt, 24, his feet were wrapped in burlap, plastic bags and duct tape. He was charged with unauthorized use of property and violation of conditions of release.
