HARRISBURG -- When Gov. Tom Corbett chose to cut Pennsylvania's way out of a projected multibillion-dollar budget deficit, he started by taking a big chunk of state aid away from the state's poorest school districts. Top lawmakers appear to be in the final weeks of assembling a budget and unlikely to reverse the governor's approach.
Some numbers have changed, but Gov. Jerry Brown's message about the state budget hasn't. In presenting a revised budget plan Monday, Brown continued to make his case for closing the state's budget deficit in large part by extending a set of 2009 tax increases.
After months of debating and lamenting the fiscal crisis, Los Angeles Unified officials Thursday finalized the budget for the 2011- 12 school year, using employee concessions and about 3,000 layoffs to help close a $408 million deficit. The state budget signed Thursday by Gov. Jerry Brown, however, could prompt the district to review its books and potentially hire back more employees. The state budget contains more revenue for education than expected, meaning the district could add $180 million more to its spending plan.

Oklahoma's Legislature should stop fixing imaginary problems and put its limited, valuable time into finding solutions to the issues that face the state, primarily a substantial budget deficit. This week's nonproblem was affirmative action. A proposal by state Sen. Rob Johnson, R-Kingfisher, and state Rep. Leslie Osborn, R-Tuttle, would prohibit special treatment based on race or sex in public employment, education or contracts. But no such preference is available when competing for state contracts, state employment or admission to a state university. The only real effect the law would have would be to make a small number of race-based college scholarships illegal.

The deadline by which the California legislature is supposed to pass a state budget came and went yesterday, with most Sacramento lawmakers saying it will be months before they can find an answer to the latest $19.1 billion budget deficit. By all indications, this summer the state will see the same partisan back and forth over the massive spending cuts proposed by Gov. Arnold Schwarzenegger and the tax increases and elimination of corporate tax breaks proposed by Democrats.
